Sample Introduction to Legislators Letter 4


I am Patrick Johansen, Founder of HOA Reform Leaders National Group, (HRLNG).    


We are an all-volunteer national organization dedicated to changing the laws of all the states to protect and benefit the homeowners.  We currently have over 1200 members from across the USA that are all reporting similar problems with their HOAs refusing to follow the laws or governing documents of their state.  Due to the horrible HOA laws, HOAs across the country have turned into virtual dictatorships.   

We use the term HOA in all our communications as an umbrella term for all forms of HOAs including COAs, POAs, CICs, CIDs, etc.  We have created a set of Proposed Legislations, that we believe, if put into law in any state no matter their current HOA laws, would solve 95% of the problems with HOAs.  These are in problem/solution format entirely in bullet points for easy reading at https://www.hoareformleaders.com


We say virtual dictatorships because once a group had taken over the Board, they can do just about anything they want with no oversite.  In most states the AG, and other prosecutors will refuse to investigate or prosecute even the most serious crimes, like extortion, embezzlement and other RICO crimes if they take place in an HOA.  If a homeowner attempts to sue to force the Board Members to follow the law, the Board Members are at no risk, but the homeowner is under tremendous personal risk and stress.  The Board Members can use the collective funds of the HOA and the insurance of the HOA to pay for their attorney fees while the homeowner must risk their life savings, and possibly their home to pay for their attorney.  If any group or corporation can buy enough homes to take control of the Board, they can in effect, buy a dictatorship right here in the USA.  In most states the Developer IS a dictator until he sells a large percentage of the homes, but can manipulate the laws so that even after that he will remain dictator.  I know this all sounds hard to believe but we can prove it to you.

Currently most of the states are listening to a corporation called CAI (Community Associations Institute) to form their HOA laws.  CAI is an international corporation that  represents the interests of HOA attorneys and Property Managers.  CAI is based in Dubai.   So if you can consider the whole picture, our legislators use a foreign corporation based in an Arabic country to show them what laws to write to create virtual dictatorships here in the USA, that can be purchased.  We think that might just be matter of national security and we  can show you how dangerous that is for the people who live in HOAs.

We are requesting that you would meet with us for an hour, so that we can explain further to you the dangers HOA homeowners face, often not even realizing it, and the Proposed Legislation that we are presenting across the country to fix this problem.
