Subject: Urgent Request for Federal Action on HOA Reform

I’m reaching out regarding the urgent need for federal intervention in addressing the growing issue of unregulated and often corrupt Homeowners Associations (HOAs) across the United States. Despite ongoing efforts at the state level, progress has been limited due to the overwhelming influence of powerful lobbyists, leaving homeowners vulnerable to widespread abuse with little recourse.
Across all 50 states and DC, homeowners are routinely subjected to abuse by HOA board members, property managers, and attorneys, often without any real enforcement or accountability. Our members report similar, persistent issues, and the root cause is clear: there are no meaningful penalties or government oversight when HOAs violate state laws, even in cases of serious crimes such as embezzlement.
Homeowners bear the financial burden of legal action while wrongdoers misuse HOA funds and insurance to defend themselves, leaving innocent residents stuck paying either way. Meanwhile, board members can manipulate elections and entrench themselves indefinitely. Investor takeovers further risk turning communities into legal dictatorships.
At the state level, reform efforts have repeatedly stalled or been undermined by the powerful Community Associations Institute (CAI), which represents industry professionals but provides little to no support for homeowners. While many states have attempted to pass stronger HOA protection laws, these efforts are insufficient and often fail to gain traction due to the dominance of CAI lobbying.
This is a national crisis that demands federal leadership. For years, states have tried and failed to protect homeowners from abusive HOA practices. What is urgently needed is a unified federal platform to set minimum protections, which states can then build upon to pass stronger, enforceable laws. Without federal coordination, individual state efforts will continue to be undermined by well-funded lobbyists and will lack the necessary backbone to protect homeowners across the nation.
